Proxy rotation comes in two forms and they are not the same thing. By interval, a proxy address is held for a fixed span, say five minutes, and every request in that window goes out from one IP. Per request, a new proxy address is taken for each connection, so consecutive calls look like they come from different machines.

The choice depends on whether the task carries state. If a session, a cart or an authorization is held across the work, changing the proxy address mid-way looks odd and often breaks the logic. That calls for interval mode, where a proxy address lives long enough for the scenario to finish.

If there is no state and you have a stream of independent requests, changing the proxy address on every call pays off better. Load spreads in a thin layer and no single address accumulates a rate it can be cut off for.
